Reflections on the "Green Development Mode in Southwest China" and Implementation Path – A Case Study on PetroChina Southwest Oil and Gasfield Company

Introduction
As the world's largest developing country, China will maintain a rigid growth in energy consumption for a long time to come [1-3]. Natural gas, the cleanest and low-carbon fossil energy source, plays an essential role in the country's achieving its strategic goals of "carbon peak and carbon neutrality"(hereinafter referred to as the "dual carbon" goals). Because natural gas is not only a supplementary energy source for the orderly phase-out of conventional fossil energy sources, but also a "stabilizer" that supports the large-scale development of renewable energy sources [4-7]. PetroChina Southwest Oil and Gasfield Company ("SWOG"), the largest oil and gas producer in Southwest China (with working area mainly located in the Sichuan-Chongqing region), has been accelerating its pace of increasing gas reserves and production. In 2020, it achieved an annual gas production of 320×108 m3 and built a strategic natural gas production area of 30 billion cubic meters (bcm). On that basis, it has developed a "three-step" strategy of increasing the gas production to 500×108 m3 by 2025 and to 800×108 m3 by 2030, maintaining the production above 800×108 m3 and building up the largest modern natural gas industrial base in China by 2035 [8-10].
